SDC Co-chair Mahmoud al-Muslat speaks at the 2024 Hasakah Tribal Forum

The city of Hasakah witnessed history on May 25, 2024, when an unprecedented forum for Tribal leaders, dignitaries, and religious figures was held under the title of “Dialogue, Safety, and Construction for a Unified, Decentralized Syria.” SDF General Commander Mazloum Abdi and SDC Co-Chair Mahmoud al-Muslat both spoke at the event, with Muslat emphasizing the need for a decentralized and democratic framework for the country, the importance of unity and support from the other Arab countries and allies, and encouraging the active participation of Syria’s tribes in the nation’s future, highlighting their role as a stabilizing force. 

Commander Abdi condemned the continuing Turkish occupation of Afrin, Tel Abyad, Ras al-Ayn, and other Syrian lands, calling for the return of internally displaced people, condemning the Turkish attacks that are taking place, and also stating that the SDF, SDC, and Administration are open and wish to have dialogue with all parties, including Turkey.

The participants were given the opportunity to voice their concerns about the country, region, and issues facing them and their people. A final statement from the tribes called on Syrians to reject violence and extremism, especially based on nationality, religion, or gender, and choose dialogue. It asked the Arab League to play a role in supporting a solution to the Syrian Crisis, reiterating their desire for peaceful, friendly relations with all neighboring and regional countries. The continuing danger of ISIS cells and their activities was pointed out, and the necessity for a judicial solution to bring justice to the victims of the terrorist group. The statement also called for an amnesty to be given to those found innocent of serious crimes, to fight the proliferation of narcotics, and develop services as they are needed by communities. 

This was the second major forum held by the SDC and SDF, the first having taken place in 2019 in Ayn Issa, a town which is now subjected to frequent bombardment by Turkish-backed forces near the Tal Abyad and Ras al-Ayn occupation zone.
